• Oklahoma endorses and enforces the Tenth Amendment, asserting the state may intercede when Congress or federal agencies exceed constitutional authority; the Legislature may hire outside counsel if the Attorney General fails to file such action.

• State agencies, entities, and political subdivisions cannot act on federal requests not expressly provided for in the U.S. Constitution without approval from the state Legislature or appropriate standing committee and knowledge of Oklahoma's U.S. Senators.

• State agencies, political subdivisions, contractors, and entities acting on their behalf cannot request federal assistance (including grants, loans, matching funds, or reimbursements) without approval from the state Legislature or appropriate standing committee and notification to Oklahoma's U.S. Senators.

• Any state agency, political subdivision, or contractor already receiving federal funds must deposit those funds with the State Treasurer's office and report the transaction to the Office of Management and Enterprise Services and Oklahoma's U.S. Senators, including funds received as of January 1, 2009.

• Violations constitute a misdemeanor with a $500 fine per violation; state officers or political subdivision officers lose office; state or political subdivision employees are terminated; and contractors have their contracts terminated.
