Creates an 11-member Task Force on State Taxation Sovereignty Rights with members appointed by the Governor (2), House Speaker (2), Senate President Pro Tempore (2), the State-Federal Relations Committee chair, Oklahoma Tax Commission Executive Director, U.S. Senators or their designees, and Secretary of State.

Task Force must hold organizational meeting by December 31, 2015, select a chair and vice chair from membership, and take official action by majority vote of members present and voting.

Task Force shall study federal taxation authority under the Tenth Amendment, Congress's constitutional tax powers, state reserved rights, potential state collection of federal taxes, and the relationship between federal spending and Oklahoma's tax burden and economic influence.

Task Force must make periodic reports of findings to the Governor, House Speaker, and Senate President Pro Tempore, with annual reports due by December 31 each year.

Act becomes effective November 1, 2015, and is codified as Section 295 of Title 68 of the Oklahoma Statutes.
