The Office of Management and Enterprise Services shall contract with a vendor to conduct a pilot project testing incentives for health care providers and patients who incorporate genetic testing for drug metabolism and drug testing for persons prescribed narcotics.

The Office shall fund the pilot project using operating funds and shall not pass costs to participating state agencies, school boards, or providers, but may retain or share any savings realized with participating entities.

The program must demonstrate a self-sustaining financial model where savings from better health care utilization offset program costs, and vendors shall offer financial rewards to patients who follow care guidelines and demonstrate health accomplishments.

The pilot project shall include a minimum of 10,000 Office beneficiaries, collect data over three years to determine program effectiveness, operate through a HIPAA-compliant Internet application, and participation shall be voluntary on an encounter-by-encounter basis for both providers and patients.

The act becomes effective November 1, 2015.
