OK HB1744

Creates the Oklahoma Federal Funds Commission as a 13-member advisory body consisting of 3 State Senate members, 3 House members, 3 Governor-appointees, and 4 members selected by the initial nine appointees, with no more than two members from the same political party in each category.

Commission members serve 2-year staggered terms beginning November 1, 2016, may be reappointed, and legislators who leave office must cease Commission service; vacancies filled using the same appointment method as the original position.

Until November 1, 2020, Commission shall study federal funding stability, state and local government dependency on federal funds, risks of funding reductions, and potential impacts on Oklahoma and the nation.

Commission shall provide recommendations by November 1, 2017, and annually thereafter to designated legislative committees on methods to avoid funding reductions, reduce federal dependency, and prepare for potential cuts to federal funds.

After November 1, 2020, Commission may study federal issues upon request via joint resolution; meets quarterly until that date, then as directed; requires majority quorum; legislators receive travel reimbursement only during interim periods; non-legislators receive no compensation but may receive travel reimbursement.
