Amends criminal record expungement procedures to require court-ordered reimbursement of all filing fees and court costs for petitioners whose expungement petitions are granted under paragraphs 1 or 3 of Section 18.

Modifies district court procedures to destroy, remove, or obliterate sealed material index references and permits recording sealed materials in separate documents that are then obliterated in originals.

Allows sealed records not unsealed within 10 years of expungement order to be obliterated or destroyed at the end of the 10-year period.

Waives the $150.00 fee charged to the Oklahoma State Bureau of Investigation for processing expungement orders when the subject qualifies for expungement under paragraphs 1 or 3 of Section 18.

Effective date: November 1, 2015.
