Changes the beneficiary of the Oklahoma Viticulture and Enology Center Development Revolving Fund from the Department of Commerce to the Department of Agriculture, Food, and Forestry.

Fund monies may be expended to establish a Viticulture and Enology Center at Redlands Community College, develop viticulture and enology education programs, develop wine production technologies and strategies, and increase the economic impact of Oklahoma's wine industry.

Defines "small farm winery" as a wine-making establishment producing no more than 250,000 gallons annually with alcohol content between 0.5% and 21% by weight.

Defines "small farm wine" as wine made from at least 75% Oklahoma-grown grapes, berries, fruits, honey, or vegetables produced at a small farm winery.

Restricts the use of the Oklahoma Grape Industry Council's "Oklahoma Grown" sticker to only small farm wines.
