Amends Oklahoma's Mandatory Seat Belt Use Act to require operators and front seat passengers of commercial motor vehicles and passenger vehicles to wear properly adjusted and fastened safety seat belts.

Allows the Commissioner of Public Safety to issue medical exemptions to individuals who, supported by written physician attestation, are unable to wear seat belts; exemption appears as a restriction on the driver license and remains valid until license expiration.

Exempts U.S. Postal Service route carriers performing official duties and newspaper delivery operators from the seat belt requirement.

Establishes maximum fine and court costs of $20.00 for violations and prohibits the Department of Public Safety from recording points against a driver's traffic record for violations.

Allows municipalities to enact ordinances enforcing the same provisions but prohibits more stringent enforcement than state law; effective November 1, 2015.
