• Creates the "Commitment to Care for People with Complex Physical Disabilities Act" to establish Medicaid coverage and regulations for complex rehabilitation technology (CRT) including wheelchairs, seating systems, and specialized equipment for individuals with conditions such as spinal cord injury, cerebral palsy, and muscular dystrophy.

• Requires Oklahoma Health Care Authority to consider unique medical and functional needs of people with complex physical disabilities when preparing budgets and to provide coverage for specialty provider services, specialized equipment, and supplies.

• Mandates establishment of focused regulations and policies for CRT that designate specific billing codes, set supplier standards requiring accreditation and Medicare enrollment, and restrict CRT provision to qualified suppliers employing certified Assistive Technology Professionals.

• Requires complex-needs patients receiving complex wheelchairs or seating components to be evaluated by both a qualified health care professional and a qualified complex rehabilitation technology professional, with payment rates adequate to ensure access.

• Becomes effective November 1, 2015.
