Eliminates maximum limit on administrative fines for mobile/manufactured home installation violations and removes the $1,000.00 cap previously applied.

Changes all motor vehicle dealer licenses to two-year renewal periods starting in 2016, with licenses ending in even numbers expiring December 31, 2016, and odd-numbered licenses expiring December 31, 2017.

Increases license fees across all dealer categories, including used motor vehicle dealers from $300.00 to $600.00 for initial licenses and $150.00 to $300.00 for renewals; similar increases applied to manufactured home dealers and other license types.

Requires used motor vehicle auction owners to remit $5.00 per vehicle sold to unlicensed persons to the Oklahoma Used Motor Vehicle and Parts Commission, with payments due monthly starting November 1, 2015.

Eliminates buyer's identification cards (B.I.D.) from the Automotive Dismantlers and Parts Recycler Act and increases associated license fees from $300.00 to $600.00 for initial applications and $150.00 to $300.00 for renewals.
