• Amends 21 O.S. 2011, Section 1277 regarding unlawful carry of firearms in certain places by modifying existing language in the Oklahoma Self-Defense Act.

• Clarifies that handgun license holders cannot carry weapons into government buildings, prisons, schools, sports arenas, and pari-mutuel wagering locations, but exempts parking areas and adjacent property from these restrictions.

• Allows licensed individuals to carry weapons on private school property if the school's governing entity adopts a policy authorizing it; private schools adopting such policies receive liability immunity except for gross negligence or willful misconduct.

• Prohibits handgun possession on college, university, and technology center campuses except in vehicle parking areas (if handgun remains stored), areas authorized by institution policy, or areas with written administrator consent; violations subject to $250 fine and 3-month license suspension.

• Becomes effective November 1, 2015; exempts peace officers, authorized security personnel, and district judges on court duty from these restrictions.
