Amends the teacher minimum salary schedule for Oklahoma public schools starting with the 2014-2015 school year through the 2024-25 school year, establishing specific salary amounts based on years of experience and educational credentials (bachelor's degree, National Board Certification, master's degree, and doctorate degree).

Expands the salary schedule to include additional years of experience (up to 34-35 years depending on the school year) and adds or extends salary bands for teachers with Master's Degree plus National Board Certification.

Defines "fringe benefits" as retirement benefits excluding certain specific contributions and flexible benefit allowances, allowing salary schedules to count fringe benefits toward minimum compensation requirements.

Requires the State Board of Education to accept teaching experience from out-of-state accredited school districts and recognizes experience of certified teachers in correctional education programs, vocational rehabilitation, and school psychology positions for salary increment and certification purposes.

Becomes effective July 1, 2015, with an emergency declaration allowing the act to take effect immediately upon passage and approval.
