Creates and maintains a methamphetamine offender registry within the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control for persons convicted after November 1, 2010 of methamphetamine-related offenses or similar federal/tribal/state crimes.

Prohibits persons on the registry from purchasing or possessing pseudoephedrine products; violators face felony penalties of 2-10 years imprisonment and/or up to $5,000 fine.

Requires offenders to register within 10 days of entering Oklahoma or release from federal institutions and notify the Bureau within 10 days of any address change; violations are misdemeanors punishable by up to 1 year jail and/or $500 fine.

Establishes a public website searchable by offender last name or address, displaying offender name, aliases, current residence, offense details, and conviction date; provides liability exemption for information release.

Exempts persons currently participating in or who have completed drug court programs from disclosure, except those who fail to complete required drug programs; effective date November 1, 2015.
