Requires applicants for newly drilled or newly converted commercial injection or disposal wells to submit information about the well's impact on roads and bridges used for access and evidence of current road and bridge conditions to the Corporation Commission.

Directs the Corporation Commission to adopt minimum standards for state and county roads and bridges used to access injection or disposal wells, ensuring they can be used without substantial detriment and protecting driver health and safety.

Prohibits the Commission from issuing a permit unless roads and bridges already meet the minimum standards or the applicant agrees to upgrade or pay for upgrades to meet Commission-determined reasonable measures or Department of Transportation industrial access road standards.

Requires the Commission to notify the Department of Transportation and applicable county boards by certified mail of proposed wells and upgrade plans, allowing 45 days for review and response, with provisions to revise plans if disapproved.

Prohibits well operation until necessary road and bridge upgrades are completed; applies to applications submitted on or after July 1, 2015, and unpermitted applications submitted before that date; becomes effective July 1, 2015, with emergency clause for immediate effect.
