Director of the Department of Emergency Management shall create and maintain a list of approved storm shelter models that comply with Federal Emergency Management Agency criteria for safe rooms in extreme weather events.

Approved storm shelter models must be offered by companies registered in good standing with the Oklahoma Tax Commission, Oklahoma Employment Security Commission, and Oklahoma Workers' Compensation Commission, and must demonstrate proven installation experience and ability.

Department shall develop an application process for companies to apply for storm shelter model approval and placement on the approved list.

Sales and installations of storm shelters that meet FEMA criteria and are approved by the Oklahoma Department of Emergency Management are exempt from Oklahoma sales tax.

Act takes effect immediately upon passage and approval as an emergency measure.
