HB 1823 Summary

• State Board of Education shall study and may recommend revisions to the Legislature for calculation metrics of school report cards to ensure the evaluation system is clear, transparent, statistically trustworthy, credible, and aligned with the state assessment system.

• Board shall seek certification from Oklahoma State Regents for Higher Education that recommended revisions will improve clarity, transparency, statistical trustworthiness, credibility, and alignment of the evaluation system, with State Regents providing detailed description of certification process and results.

• Board shall issue a report by December 31, 2015, and submit copies to the Governor, Speaker of the House, President Pro Tempore of the Senate, and Minority Leaders of both chambers.

• Schools receive grades (A through F) based on 50% whole school performance, 25% whole school growth, and 25% growth in bottom quartile of students, with bonus points available for high schools, middle schools, and elementary schools based on specific criteria.

• Annual school site report cards shall be delivered to parents and published on the State Department of Education website, including school grade, improvement information, ESEA compliance explanation, and return on investment indicators; act takes effect immediately upon passage and approval.
