Expands the definition of "gray water" to include untreated municipal wastewater from splash pads and water used by fire departments for cleaning equipment and vehicles.

Exempts splash pad wastewater reuse for irrigation or land application from Department of Environmental Quality permit requirements if the splash pad is in a municipality or county with an ordinance regulating splash pad wastewater management.

Requires that local ordinances or resolutions include the same conditions and restrictions as paragraphs 5, 8, 11, and 12 of Section 2-6-108 to qualify for the permit exemption.

Defines "splash pad" to include facilities known as spray pools, spray pads, and spray grounds, allowing wastewater reuse with or without intermediate storage units.

Declares an emergency effective upon passage and approval, making the law effective immediately.
