• Allows minors under 18 to submit a notarized affidavit signed by a custodial parent or guardian instead of requiring in-person signature verification for restricted driver license applications.

• A parent or guardian who signs a restricted license application or notarized affidavit becomes jointly and severally liable for damages caused by the minor's negligence or willful misconduct while driving.

• Exempts minors in permanent custody of the Department of Human Services from requiring parental/guardian signature if they provide proof of financial responsibility for vehicle operation.

• Allows parents or guardians to request license cancellation by filing a verified written request with the Department of Public Safety, relieving them of liability for any subsequent misconduct by the minor.

• Permits use of notarized affidavits for finger imaging authorization of minors under 18 seeking driver licenses or identification cards, and requires court orders for law enforcement access to fingerprint data.

• Becomes effective November 1, 2015.
