Creates an 8-member Task Force to study surplus military equipment provided by federal programs to Oklahoma state and local governments, evaluating training administration and equipment tracking effectiveness.

Task Force membership includes 2 members appointed by the House Speaker, 2 by the Senate President Pro Tempore, 1 by the Governor, and the Directors of the Bureau of Narcotics and Dangerous Drugs Control and State Bureau of Investigation, plus the Commissioner of the Department of Public Safety (who serves as chair).

Requires an organizational meeting by September 30, 2015, with a quorum constituting a majority of members present; legislative members reimbursed under Section 456 of Title 74, other members under the State Travel Reimbursement Act.

Mandates submission of a final written report with findings and recommendations to the Governor, House Speaker, and Senate President Pro Tempore by January 1, 2016.

Task Force terminates January 1, 2016; act becomes effective July 1, 2015, with emergency declaration allowing immediate effect upon passage and approval.
