Amends Oklahoma law to establish lethal injection as the primary method of capital punishment, with death pronounced by a licensed physician according to medical standards.

Establishes nitrogen hypoxia as an alternative execution method if lethal injection is ruled unconstitutional or becomes unavailable.

Establishes electrocution as a second alternative execution method if both lethal injection and nitrogen hypoxia are ruled unconstitutional or become unavailable.

Establishes firing squad as a third alternative execution method if lethal injection, nitrogen hypoxia, and electrocution are all ruled unconstitutional or become unavailable.

Effective date: November 1, 2015.
