Increases Oklahoma Uniform Building Code Commission membership from 9 to 10 appointed members, adding one member with commercial building management experience from a statewide organization representing commercial building owners and managers.

Requires the Commission to establish a code academy providing education in uniform building codes, inspection methodologies, and industry best-practices for state, county, municipal, and private sector code inspectors.

Mandates the Commission provide free continuing education courses to qualified industry professionals covering building codes, standards, methodologies, and best-practices.

Requires all state agencies, municipalities, and political subdivisions to accept continuing education credit hours granted by the Commission as equivalent credit toward industry-related continuing education requirements for registration, license, or license renewal.

Becomes effective November 1, 2015.
