• Amends Oklahoma law (47 O.S. 2011, Section 1105) regarding motor vehicle certificates of title to restrict when additional names can be added to a title.

• Requires vehicle owners to notify both the issuer of the vehicle's compulsory insurance policy and any lienholder before adding additional names to a title.

• Requires lienholder authorization before any additional name can be added to a vehicle title.

• Establishes that the Tax Commission must mail copies of required affidavits to all named entities at a cost of $2.00 per required mailing to be paid by the vehicle owner.

• Effective date: November 1, 2015.
