Amends 21 O.S. 2011, Section 53 to make it unlawful for any parent to intentionally conceal the existence of a child and maliciously deprive the other parent of custody or visitation rights through denial of the child's existence.

Establishes a misdemeanor offense punishable by up to one (1) year imprisonment in county jail, a fine not exceeding $500.00, or both.

Makes it a felony for a person previously convicted of concealing a child's birth or death to subsequently attempt to conceal another birth or death of a child under age two (2) years, punishable by imprisonment in the Department of Corrections for not less than two (2) years and not exceeding five (5) years.

Allows defendants to claim the affirmative defense of "self-defense" or "defense of others" by providing evidence of domestic abuse (as defined in Section 644) or sexual abuse (as defined in Section 843.5).

Becomes effective November 1, 2015.
