HB 1912 Summary

• Modifies authorized charter school sponsors by removing conditions requiring school districts to have 5,000+ average daily membership or schools in need of improvement, allowing any school district to sponsor charter schools.

• Allows charter schools to be located outside the boundaries of the sponsoring school district as long as they remain within state borders and enroll only state residents.

• Removes mandatory mediation and binding arbitration requirements for rejected applications, instead allowing unsuccessful applicants to appeal directly to the State Board of Education.

• Prohibits sponsors from restricting student enrollment numbers; instead requires the charter school's governing board to determine capacity annually based on academic success ability, charter objectives, and facility limits.

• Changes charter contract duration from not longer than five (5) years to align with renewal provisions; effective July 1, 2015.
