Amends 27A O.S. 2011, Section 2-7-120 to clarify that underground injection wells used for liquid waste disposal must be permitted by the Department of Environmental Quality.

Establishes a fee of 0.002 cents per gallon for disposal of non-hazardous liquid waste in permitted underground injection wells, with annual fees capped at a minimum of $10,000 and maximum of $50,000.

Sets separate annual fee requirements for drinking water treatment residuals injected into Class V underground injection wells at a minimum of $2,000 and maximum of $5,000 per year.

Requires quarterly fee payments to the Department within one month following each quarter's close, with all fees deposited into the Department of Environmental Quality Revolving Fund.

Declares an emergency provision making the act effective immediately upon passage and approval.
