Creates new law (12 O.S. Section 3225.1) authorizing courts to appoint a discovery master on motion or court initiative to perform consented discovery duties or address pretrial and posttrial discovery matters to facilitate effective resolution.

Requires court appointing a discovery master to make findings that the appointment is necessary due to nature, complexity or volume of materials, that benefits outweigh burdens, and that appointment will not improperly burden parties' court access rights.

Establishes discovery master disqualification procedures with 14-day disclosure requirement for conflicts, 14-day motion deadline, and appeals available to assigned judge, presiding judge, and Oklahoma Supreme Court.

Grants discovery masters authority to regulate proceedings, resolve discovery disputes, conduct conferences, compel evidence production, and recommend sanctions; requires discovery master to take oath and provide written orders, reports, and recommendations subject to court review.

Amends Section 3233 to require parties answering interrogatories to restate the interrogatory before providing the answer; effective date November 1, 2015.
