Amends 19 O.S. 2011, Section 131 to establish a 16-year term limit for county officers elected after the effective date, including court clerks, county sheriffs, county clerks, county assessors, county treasurers, and county commissioners.

Allows years of service in multiple county offices listed in the section to be added together when calculating total years in office for term limit purposes.

Excludes time served to fill a vacancy from the 16-year limitation, but prohibits officials who have completed 16 years from serving any partial terms thereafter.

Permits county officers currently serving on the effective date to complete their current term and then serve an additional 16 years.

Becomes effective November 1, 2015.
