Prohibits regulated public electric utilities and self-regulated electric cooperatives from requiring customers to participate in demand-response programs effective upon passage.

Requires electric service utility providers to give customers the opportunity to opt out of demand-response programs without penalty if a program is implemented.

Mandates that utilities notify existing customers within six months of the effective date of their right to opt out, and must replace advanced metering infrastructure (AMI) meters with analog meters at no cost to customers who opt out.

Prohibits utilities from imposing economic coercion, fines, or penalties on customers for not participating in demand-response programs.

Applies to residential, industrial, and commercial customers and takes effect immediately upon passage and approval.
