Amends Section 327.1 of Oklahoma law to allow the Office of Management and Enterprise Services to solicit proposals for purchase, lease, and redevelopment of state-owned properties meeting specified criteria including National Register listing, Oklahoma Historical Society designation, location within the State Capitol Complex, or location on a state-owned campus.

Requires evaluation committees to include at least one member of the Long Range Capital Planning Commission or a designee of that Commission.

Establishes evaluation criteria for proposals including economic and cultural benefits, job creation potential, advancement of long-term capital asset plans, redeveloper qualifications and experience, financial capability, and fidelity to historic significance where applicable.

Permits the Office of Management and Enterprise Services to negotiate with and contract with selected respondents and to reject any and all bids.

Becomes effective July 1, 2015, with an emergency clause allowing immediate effect upon passage and approval.
