Amends 82 O.S. 2011, Section 861 to clarify statutory references regarding the Grand River Dam Authority.

Changes reference from "this act" to "Section 861 et seq. of this title" in the provision prohibiting the district from levying taxes, creating indebtedness, or pledging state credit.

Maintains the Grand River Dam Authority as a governmental agency with authority to control, store, preserve and distribute waters of the Grand River and its tributaries for irrigation, power, and conservation purposes across 23 Oklahoma counties.

Designates three water bodies: Grand Lake O'The Cherokees (above Pensacola Dam), Lake Hudson (above Robert S. Kerr Dam), and W. R. Holway Reservoir (above Chimney Rock Dam).

Declares an emergency so the act takes effect immediately upon passage and approval.
