HB 2014 Summary

• Allows school boards to designate certain school personnel to carry handguns on public school property if they possess a valid armed security guard license (59 O.S. § 1750.1 et seq.) or valid reserve peace officer certification (70 O.S. § 3311).

• Makes participation in armed security guard training or reserve peace officer certification programs voluntary for school personnel and authorizes school boards to pay all training, meal, and lodging expenses.

• Grants immunity from civil and criminal liability to trained school personnel acting in good faith and to school boards or local law enforcement agencies for injuries resulting from designated personnel carrying concealed handguns on school property.

• Allows handguns to be carried in locked vehicles in school parking areas by persons with valid handgun licenses under the Oklahoma Self-Defense Act, provided firearms remain stored and hidden when vehicles are unattended.

• Exempts private schools from the prohibition on handguns if they adopt a policy authorizing weapon possession and provides immunity from liability for injuries arising from that policy (except Workers' Compensation Code claims).
