HB 2017 Summary

• Amends the Oklahoma Quality Jobs Program Act by adding support activities for oil and gas drilling operations as a qualifying "basic industry," including on-site safety and emergency medical services related to drilling prevention and injury treatment under NAICS codes 213112 and 541690.

• Expands the definition of "basic industry" to include support activities for rail and water transportation under NAICS codes 4882 and 4883.

• Establishes that establishments in the program must offer basic health insurance within 180 days of employment, covering hospital care, physician care, mental health, substance abuse treatment, prescription drugs, and prenatal care with employer paying no more than 50% of premiums.

• Sets incentive payment rates between 5-6% of gross payroll depending on location and business type, with higher rates (up to 6%) for defense contractors and expansion of existing operations.

• Effective July 1, 2015, with emergency clause allowing immediate effect upon passage and approval.
