• Creates the "Community Wraparound Schools Act" establishing a grant program for sustainable community schools serving low-performing schools and schools in poverty.

• State Board of Education awards Sustainable Community Schools Operational Grants for 5-year terms (renewable) to implement comprehensive programming including early childhood education, academics, health services, mental health counseling, and parent engagement.

• Requires grantees to establish School Leadership Teams with at least 60% parents, residents, and teachers; hire Resource Coordinators and Program Directors; and submit detailed Sustainable Community School Plans before receiving funding.

• Applicant schools must demonstrate plans to reduce suspensions/expulsions, implement positive discipline practices, improve curriculum, and conduct baseline analyses of student needs disaggregated by race, disability status, and English Language Learner status.

• Board must report annually to Governor and Legislature on program impact using grantee reports, student/parent interviews, and cost-savings analysis in education, health, and public safety.
