Oklahoma State Regents for Higher Education are encouraged to allocate appropriated funds annually to support entrepreneurship with special emphasis on minority communities in the state.

Support programs should include business organization, business plans or models, accounting, business financing options, and other topics to assist prospective business owners.

Programs should highlight benefits of entrepreneurship including job creation, capital investment, tax base expansion, home ownership, and generational wealth transfer.

Oklahoma State Regents are encouraged to prioritize allocating resources to higher education institutions with high likelihood of effective service delivery to minority populations or communities.

Effective date is July 1, 2015, with emergency clause allowing immediate effect upon passage and approval.
