Creates the "Improving Oklahoma Seniors Task Force" to operate until December 31, 2015, with the purpose of studying senior issues and making recommendations to improve the lives of Oklahoma's elderly population.

Establishes a 7-member task force composed of representatives from long-term care facilities, social workers, the State Council on Aging, the State Department of Health's long-term care ombudsman, two senior residents aged 60 or older, and a representative from an elderly advocacy organization.

Requires appointments to be completed by August 1, 2015, with the task force conducting its organizational meeting by August 31, 2015, and selecting a chair and vice-chair at that meeting.

Directs the task force to submit a final report containing recommendations to the Governor, Speaker of the House, and President Pro Tempore of the Senate no later than December 31, 2015.

Subjects the task force to the Oklahoma Open Meeting Act and Oklahoma Open Records Act, and declares an emergency for immediate implementation.
