HB 2048 Summary

• Creates the Certified Forensic Counselors Act establishing certification requirements for counselors specializing in treatment of criminal justice clients, corrections clients, and sex offenders in Oklahoma.

• Applicants must possess a master's degree in a behavioral science field, complete 4,000 hours of supervised work experience, pass a national examination, complete 290 hours of forensic counseling education and 290 hours of alcohol and drug abuse education, and undergo a background check.

• Certificates expire 12 months from issuance and may be renewed annually upon completion of at least 15 hours of continuing education; expired certifications may be reinstated within one year of expiration.

• Prohibits uncertified individuals from representing themselves as certified forensic counselors, using the title, practicing forensic counseling, or advertising such services; violations are misdemeanors punishable by fines of $500–$1,000 and/or up to one year in county jail.

• Exempts licensed physicians, psychotherapists, clinical social workers, mental health counselors, clergy, and government employees from certification requirements when acting within their professional scope.

• Effective November 1, 2015.
