Foster parents may request to change a child's school residency to the district where the child resided before foster care placement or where a previous foster family home was located.

Children in foster care are excepted from the limit prohibiting students from transferring more than once per school year, allowing multiple transfers as needed.

School districts must establish residency policies that may allow adults with permanent care and custody (not just parents or guardians) to establish residency by affidavit, with criminal penalties for false statements.

Facilities admitting children for full-time residential care must notify the relevant school district within 11 days; school districts must provide on-site educational services beginning day 11 of admission for certain psychiatric patients.

Effective date of July 1, 2015, with emergency declaration allowing immediate effect upon passage and approval.
