Amends Rule 2.107 of the Ethics Commission to require entities making independent expenditures of $5,000 or more to file reports with the Commission, with filing deadlines at least 15 days before an election or by the next business day if made within 14 days of election.

Reports must include the name and address of the entity, details of each expenditure (amount, date, brief description), the supported or opposed candidate, and contributor information for any person contributing over $50 in aggregate funds.

Adds prohibition preventing political action committees and other entities from accepting independent expenditures from any entity that fails to meet reporting requirements under Rule 2.107.

Amends Rule 2.108 with identical requirements and prohibitions for electioneering communications of $5,000 or more, including the same reporting deadlines, disclosure details, and restriction on accepting contributions from non-compliant entities.

Bill becomes effective November 1, 2015.
