State Board of Education must adopt college- and career-ready English Language Arts and Mathematics standards by August 1, 2016, with full implementation during the 2016-2017 school year.

Standards must be evaluated by the State Department of Education, State Regents for Higher Education, State Board of Career and Technology Education, and Oklahoma Department of Commerce to ensure they reduce remedial coursework and increase postsecondary completion.

State Board must develop annual high-quality statewide student assessments for English Language Arts and Mathematics by the 2017-18 school year that align with the new college- and career-ready standards.

State Board of Education maintains exclusive authority over subject matter standards and assessments and cannot enter into agreements with federal agencies or private entities that cede or limit state discretion over standards development or adoption.

Act becomes effective November 1, 2015.
