Creates the Oklahoma Community Protection Act to be codified as Section 100 of Title 60 of the Oklahoma Statutes, defining "political subdivision" and "private property rights."

Prohibits state and political subdivisions from adopting policies that infringe upon or restrict private property rights without due process, including notice, official public hearings, and a vote of the people.

Exempts eminent domain for public use or public good from the due process requirement, except when property is acquired for resale to private interests or to generate revenue.

Declares null and void any attempt to restrict private property rights without due process, and requires courts to award damages of not less than ten times the assessed property value plus treble attorney fees if constitutional rights are violated.

Becomes effective November 1, 2015.
