Contract awards to the lowest responsible bidder must be made within 30 days after bid opening unless the governing body extends the period for good cause shown.

Extension periods are limited to 15 days when only state or local funds are involved, or 90 days for public improvement contracts using United States Government funds.

Upon mutual written agreement between the lowest responsible bidder and the awarding public agency, the Division or awarding public agency may extend the contract award period up to 120 days from the bid opening date.

The act becomes effective November 1, 2015.
