Declares oil and gas drilling, completion, fracture stimulating, and produced water disposal well operations are of statewide importance and preempts municipal, county, and other governmental subdivision regulations on these activities.

Establishes the State of Oklahoma and the Corporation Commission as the primary regulators of oil and gas operations under state law and existing statutory authority.

Allows municipalities, counties, and governmental subdivisions to enact reasonable local regulations consistent with state law and Corporation Commission rules, but prohibits them from banning oil and gas operations without Commission approval.

Permits reasonable setbacks for surface operations based on protecting citizen health, safety, and welfare, and grants the Corporation Commission authority to determine if local laws are reasonable and consistent with state regulations.

Declares any municipal, county, or governmental subdivision law found by the Corporation Commission to be unreasonable, more stringent than, or inconsistent with state law shall be void.

Declares an emergency effective upon passage and approval.
