Amends 10 O.S. 2011, Section 601.4 to authorize the Oklahoma Commission on Children and Youth to maintain as confidential information provided regarding persons using services coordinated by the Commission.

Adds new authority for the Commission to request that cases involving children within its jurisdiction be transferred to the Oklahoma State Bureau of Investigation.

Preserves existing Commission powers including facilitating interagency planning, reviewing compliance with state policies, accepting appropriations and grants, entering contracts for test models and demonstration programs, examining records and budgets, and recommending facility closures or contract terminations.

Requires that test model programs and demonstration projects administered under Commission contracts be transferred to appropriate agencies or discontinued within five years of inception.

Effective date: November 1, 2015.
