HB2167 Summary

• Requires the Oklahoma Employees Insurance and Benefits Board to exclusively offer health savings accounts paired with high-deductible health plans as the sole health care insurance option for state employees, effective no later than January 1, 2015.

• Eliminates all other health insurance policies, including HMO plans, with the last day to purchase alternative coverage on June 1, 2015, and all remaining policies terminating December 31, 2015.

• Board must submit detailed program designs by September 1, 2015, including benefit designs, premium amounts, contribution strategies, custodial arrangements, investment options, and cost assessments.

• Modifies employer contribution requirements for school districts and education entities to pay no less than 100% of the high-deductible plan premium for individual coverage.

• Repeals sections related to HMO plan requirements and removes requirements for health maintenance organization participation, data collection, and contracts with the state benefits system.
