Raises minimum enrollment requirement for students at four-year institutions from 24 to 30 earned credit hours per academic year to maintain eligibility in the Oklahoma Higher Learning Access Program.

Exempts students exclusively enrolled at two-year institutions from the new 30-credit-hour requirement.

Changes eligibility age from fifteen (15) to eighteen (18) years old for when students can enter program participation.

Changes grade level eligibility from ninth through tenth grade to eleventh through twelfth grade for program entry.

Adds requirement that participating students be assigned an advisor to develop a course plan ensuring compliance with enrollment and academic standards.
