Reduces the signature requirement for forming a recognized political party in Oklahoma from 5% to 3% of total votes cast in the last General Election for Governor or electors for President and Vice President.

Maintains the prohibition on filing notices of intent or circulating petitions between March 1 and November 15 of even-numbered years.

Allows petitions to be circulated for a maximum of one year after notice is filed, with all petitions required to be submitted to the Secretary of the State Election Board no later than March 1 of an even-numbered year.

Requires the State Election Board to determine petition sufficiency within 30 days; upon approval, the party becomes recognized with all rights and obligations under Oklahoma law.

Effective date: November 1, 2015.
