Amends 62 O.S. 2011, Section 2309 to modify the duties and powers of the Board of Directors of the Tobacco Settlement Endowment Trust Fund.

Authorizes the Board to expend trust fund earnings for capital expenditures and operating expenses of the University of Oklahoma Health Sciences Center and Oklahoma State University College of Osteopathic Medicine for educational programs and residency training.

Requires the Board to develop competitive grant programs for private, nonprofit, and public entities, with solicitations remaining confidential until the date and time they are released to all prospective applicants and the public.

Specifies that unsolicited applications, proposals, bids, or other documents to obtain funding are not confidential and are subject to the Oklahoma Open Records Act and Oklahoma Open Meeting Act at all times.

Becomes effective November 1, 2015.
