HB 2187 Summary

• Creates Electronic Monitoring Program for Department of Corrections inmates sentenced for nonviolent offenses using global positioning device technology to satisfy custody responsibilities.

• Establishes eligibility requirements including minimum 90 days incarceration and excludes 16 categories of inmates (violent offenses within 10 years, sex offenders, drug trafficking convictions, escaped inmates, active misconduct, etc.).

• Authorizes Pardon and Parole Board to use electronic monitoring devices for parolees and requires mandatory global position monitoring for sex offenders in community settings for duration of registration period.

• Requires inmates to report to court clerk and district attorney within 30 days to address payment of fines, costs, restitution, and assessments; allows Department to charge inmates for monitoring equipment, fees, supervision costs, and treatment expenses based on ability to pay.

• Effective November 1, 2015.
