Establishes six attorney members on the Judicial Nominating Commission, with one appointee from each of Oklahoma's six congressional districts as they existed when Article VII-B Section 3 was adopted.

Assigns appointment authority as follows: Lieutenant Governor appoints from Congressional Districts 1 and 3; Attorney General appoints from Congressional Districts 2 and 4; Oklahoma Bar Association appoints from Congressional Districts 5 and 6.

Sets initial terms at two years (Districts 1-2), four years (Districts 3-4), and six years (Districts 5-6), with all subsequent terms set at six years following initial expiration.

Requires all appointed attorney member positions to become vacant effective November 1, 2015, with new appointments to be made by December 1, 2015.

Becomes effective November 1, 2015.
