HB2216 Summary: Chase Morris Sudden Cardiac Arrest Prevention Act

• State Department of Health and State Department of Education must jointly develop and post guidelines about sudden cardiac arrest symptoms and warning signs on their websites, including information about fainting, difficulty breathing, chest pains, dizziness, and abnormal racing heart rate.

• Students and parents must sign an annual acknowledgement confirming receipt and review of sudden cardiac arrest information before participation in athletic activities.

• Coaches must remove any student showing signs or symptoms of sudden cardiac arrest from participation immediately, and students cannot return until cleared in writing by a licensed physician, certified nurse practitioner, or cardiologist.

• All coaches must complete a State Department of Health-approved sudden cardiac arrest training course annually before coaching any athletic activity.

• School district boards must establish minimum penalties for coaches violating removal and clearance requirements: suspension for remainder of season for first violation, suspension for remainder of season plus next season for second violation, and permanent suspension for third violation.

• Act becomes effective July 1, 2015, with emergency clause allowing immediate effect upon passage.
