Oklahoma Construction Registry Act Summary

• Creates a centralized electronic database administered by the Secretary of State for registering commercial construction projects, with owners or general contractors choosing whether to participate.

• Once a project is registered and assigned a Construction Registry Number, all project providers must register or forfeit their rights to file liens or collect on bonds.

• Providers must register on the registry to preserve lien rights, with registration protecting liens for work performed up to 60 days before registration through project completion and eliminating the need for pre-lien notices.

• Establishes registration fees: $10.00 for project registration, $5.00 for provider registration, and $2.00 per additional entity, with all revenues deposited into the Oklahoma Construction Registry Revolving Fund for administration and maintenance.

• Does not apply to residential construction projects (single-family or multifamily projects of four or fewer dwelling units); effective July 1, 2016.
